Executive SummaryThis report describes a survey of domiciliary care clients receiving personal care infour Welsh local authorities during 2006. The sample comprised almost 2300 clients.The information collected included their assessed level of need, the gross domiciliarycare costs1 incurred by the local authority on their behalf, their financialcircumstances and the charges that they faced. This is one of the mostcomprehensive surveys of local authority social care clients ever carried out in theUK. It will have an important impact on discussions regarding the valuation of thecosts of care well beyond Wales.
