Abstract
This final report and recommendations are the collective effort and output of the independent Sentencing and Penal Policy Commission in Scotland. This Commission is made up of the Chair, Martyn Evans, and five Commissioners, Hannah Graham, Lynsey Smith, Cathy Jamieson, David Mackie, and Catherine Dyer, and a Commission Secretariat. The report was published on 6th February 2026 in Edinburgh.
