Abstract
Skills and knowledge play a central role in strategies for competitiveness and sustainability. This chapter sets out to define the terminology of the debate, present an analysis of the benefits of learning for individuals and organisations, assess inequalities of access to training, and review strategies and policies for skills and knowledge development.
