Abstract
First paragraph of introduction: Every year, the world loses millions of hectares of forests, and forestry accounts for around 12-18 percent of global carbon emissions. States have long strived to adopt an international instrument on forests. The numerous regional and multilateral initiatives established to address this objective have achieved little in the way of concrete results. And yet, as substitution for some forest ecosystem services may be impossible, forests arguably need to be managed in a way that is consistent with international obligations on issues regarded as a common concern of all states, such as biodiversity protection and climate change mitigation.
