The Project Programme

Major projects are generally considered in terms of work stages. In broad terms, these stages generally consist of the following and although some may not be applicable to more minor improvement works even very minor works often require building warrants which can take time to arrange.


This will entail an initial assessment of the feasibility of the project based on the information provided. Points to be considered may include an assessment of the statutory permissions required and the likely project timescale.

Outline Proposals

Should the initial feasibility assessment prove satisfactory, outline proposals will be prepared and budget costs produced for approval.

Detailed Design

At this point, the outline proposals will be developed into a full working proposal for final approval prior to
tenders being sought. Statutory approvals will also be sought during this stage, and some of these such as Planning Approval may take up to 12 weeks to be processed.

Tender Action

Depending on the scale of the work, tenders or quotations will be sought from approved contractors based on the detailed design. It is important that the design is fixed at this stage as any changes following the receipt of tenders may increase the cost and time taken to complete the work. A period of 3 to 6 weeks is normally allowed for tendering, depending on the complexity of the work under consideration.

Pre-Contract Period

Once a contractor has been appointed, a pre-contract meeting will be arranged to agree site rules and procedures. Health and safety matters will also be checked to ensure these have been given due consideration by the contractor.

Operations on Site

A contract period for the work will normally have been agreed with the contractor prior to commencement on site. Regular meetings will be held during the contract period to assess progress and agree any amendments to the detailed design and programme.

Completion and Defects Liability Period

The Project Manager or external consultant will certify the work as complete at the end of the contract, and there will generally be a 'Defects Liability Period' of between 3 months to one year, during which time the contractor will be obliged to put right any defects in the work.

Clearly, the overall timescale required to undertake a project from Feasibility to Completion can be considerable, therefore requests for such work should be submitted well in advance of the required completion date.
